Notes and outline for Dr. Elena M. Sliepcevich’s speech presented at the University of Michigan School of Public Health seminar, November 9, 1967. Dr. Sliepcevich identified two points making the case for education for health: that education is a necessary component for successful change, and that there is a ‘revolving door syndrome’ (programs are eliminated even though problems are not).
