Abstract
It is the intent of this paper to provide a comprehensive examination of the variables which act upon the arms control process without providing an in-depth analysis of any one variable. This paper will illustrate the influence of the actors who formulate arms control, and the political environment surrounding negotiations, in order to provide an understanding of how arms control treaties are shaped.
