Acquiring From Secondary/Used Sources: Money Saver or Time Sink

Between 2004 and 2008, Morris Library’s monographic budget has been reduced by over $400,000, a fifty percent reduction between those two years. The increase in serial prices forced the shifting of monograph funds to the serials budget. Despite this shift, the increase in serials costs combined with an otherwise flat budget resulted in two serials’ cancellation projects in a span of four years.

Faced with these economic realities, the acquisitions unit at Southern Illinois University’s Morris Library has sought alternative schemas to save money. One decision was to consider purchasing materials from secondary and used-book sources. For FY09, a database was constructed of purchases to track how much money was saved buying from these resources versus buying from commercial vendors. The authors then tracked how often the preservation unit within the library was consulted to determine whether the materials were in acceptable condition and/or could be reasonably repaired. From this tracking, we hoped to determine and evaluate the trade-offs between the money saved and the additional burden placed on Preservation resulting from this approach to purchasing.

The American Library Association (ALA) accredited Masters in Library Science (MLS) has long been considered the standard terminal degree for most academic librarians. However, there are many relevant degrees offered in foreign countries that are not evaluated by the American Library Association. At Southern Illinois University Carbondale, a task force was formed to investigate whether the library faculty should revise their Operating Paper to allow for foreign library science degrees. Members of the task force researched the nature and quality of foreign library and information science education. They also investigated how other academic libraries handle this question by compiling data on the degree requirements listed in position advertisements for academic libraries posted between October 1 and November 5, 2008. The data suggests that many academic libraries allow individuals with non-ALA accredited library science degrees to apply for professional positions. This presentation examines the results of the task force’s investigation. The poster contains visual elements that will engage the viewer with the topic and encourage questions about the implications of this research.

Many librarians are hoping that the ONIX for Serials XML formats, particularly Serials Online Holdings (SOH) and Serials Release Notification (SRN), will enable automated tracking of online serial issue availability. Pilot versions were being tested and tweaked even as this proposal was being written, but librarians have not just been sitting idle waiting for automation to arrive, hoping that our users are able to access the content for which we have paid. This program will share survey results about what some libraries are doing to check online availability; offer some insight into the potential with the ONIX for Serials standards; and propose what might need to be done to bring the potential to reality.

Open Access resources (OA) are becoming more important in all types of libraries. Recent discussions on OA have focused on ILS access and availability of MARC records with little attention to a selection process for deciding whether or not to provide access to OA.

The presenters will outline some of the concerns with by-passing conscious selection, show how some services and systems are providing bibliographic access, offer information collected on the availability of finding aids for a group of OA titles, present selection criteria used by some database aggregators that include OA resources, and suggest possible selection process models.
